Censorship-Industrial Complex: From Fringe to Policy
For years, narratives about a “censorship-industrial complex” circulated in right-wing circles. The theory posited that, under the guise of combating disinformation, a sprawling network of government agencies, academics, civil society groups, and Big Tech platforms was suppressing conservative and populist speech online.
What began as a relatively niche far-right conspiracy theory has evolved—and continues to evolve—into a significant influence on the second Trump administration’s actions. In myriad ways, the concept of the censorship-industrial complex (CIC) now underpins the administration’s domestic and international strategies.
Over the past nine months, MIT Technology Review and Type Investigations have traced how this theory gained traction among the nation’s most powerful individuals. Our findings reveal that it took off in 2023, propelled by a handful of key figures, supported by a close-knit group of right-wing organizations and media outlets—with internet activist Mike Benz at its center.
