Apple Seeks Approval to Procure Memory from Sanctioned Chinese Supplier CXMT
Apple has requested permission from U.S. regulators to purchase memory chips from CXMT (Changxin Memory Technologies), a Chinese semiconductor manufacturer currently on the U.S. trade blacklist. While the company is technically allowed to buy RAM from CXMT under existing law, doing so would expose Apple to significant reputational and regulatory risks, given the supplier's sanctioned status.
As of early 2026, CXMT remains on the Entity List maintained by the U.S. Bureau of Industry and Security, restricting American companies from trading with it without a special license. Apple’s request signals a strategic need to diversify its memory supply chain amid ongoing global chip shortages and rising tensions in the semiconductor sector. However, critics argue that engaging with a blacklisted entity could undermine U.S. sanctions policy and invite increased scrutiny from regulators and the public.
The outcome of this request could set a precedent for how major tech companies navigate the intersection of supply chain resilience and compliance with national security measures. Apple has not commented on the potential timeline or volume of such purchases.
